Job Purpose (Accountability)
Act as the focal point for the development, administration, and maintenance of the organization’s Safety Management System (SMS) to ensure compliance with aviation regulations; TCAR 8 Part 145, ICAO Annex 19 standards, etc.
The manager should demonstrate a complete understanding of the applicable requirements and ensure that the organization's processes and standards accurately reflect the applicable requirements. It is their role to ensure that compliance is proactively managed, and that any early warning signs of non-compliance are documented and acted upon.
Duties / Responsibilities
1. Maintain direct access to the accountable manager and appropriate senior and other management.
2. Responsible to conduct safety audits, surveys and inspections of any aspect of the operation in accordance with the procedures specified in the safety management system documentation.
3. Have direct access to the Accountable Manager on matters concerning the Safety Management System; Defines the human factors principles to be implemented within the organization.
4. Responsible to conduct investigations of internal safety events in accordance with the procedures specified in the MOE/organization’s SMS documentation.
5. The safety management manager should not hold other positions or responsibilities that may conflict or impair his role as a safety management manager. This should be a senior management position not lower than or subservient to the production or operational functions of the organization.
6. Responsible to manage the SMS implementation plan on behalf of the accountable manager.
7. Responsible to perform/facilitate hazard identification and safety risk analysis.
8. Responsible to monitor corrective actions and evaluating their results.
9. Responsible to provide periodic reports on the organization’s safety performance.
10. Responsible to maintain SMS documentation and records
11. Responsible to plan and facilitate staff safety training
12. Responsible to provide independent advice on safety matters
13. Responsible to monitor safety concerns in the aviation industry and their perceived impact on the organization’s operations aimed at product and service delivery
14. Responsible to coordinate and communicate (on behalf of the accountable manager) with the CAAT and other State authorities as necessary on issues relating to safety.
15. Managing safety and security risks and making final decision regarding risk tolerability with respect to safety and/or security of Technical Safety Division.
16. Monitor implementation of risk mitigation actions as per the Safety Action Plan.
17. Coordination with the team of Crisis & Emergency Response Plan.

1.TOEIC minimum score 650
2.Practical experience in aviation safety standards and safe operating practices.
3.Minimum 5 years of relevant work experience, including at least 2 years in the aeronautical industry.
