Job Purpose (Accountability)

To manage, set guidelines, plan work and supervise studies, analyze and provide advice on technical standards and to manage the engineering documents process performed by Powerplant Engineer and System Engineering team are in accordance with the CAAT Regulatory requirements, IOSA Standard and Company Operational Standard.

Duties / Responsibilities

1. Oversee compliance with all Mandatory or Emergency Airworthiness Directives (ADs), and Mandatory or Alert Service Bulletins (SBs), ensuring continued airworthiness of all company-operated aircraft in accordance with regulatory requirements.

2. Direct the review and evaluation of Safety Information Bulletins (SIB), Special Airworthiness Information Bulletins (SAIB), and Non-Mandatory SBs, ensuring they are properly assessed by the Technical Services and related divisions.

3. Manage and monitor the ETOPS Manual to ensure that all significant ETOPS items are accurately prepared and presented during Reliability Program meetings, in full compliance with CAAT regulations.

4. Ensure the accuracy and issuance of the Non-Incident Statement (NIS), including Life Limited Parts and aircraft status sheets, by supervising the review and approval process.

5. Supervise the review process of aircraft defects and Occurrence Reporting (OCR), ensuring timely reporting to CAAT. Ensure root causes and corrective actions are well-documented and addressed for monthly Reliability Program meetings per CAAT standards.

6. Coordinate and oversee the Maintenance Review schedule, ensuring availability of aircraft and related documents for inspection by CMR staff. Validate that all required documentation and reports are completed and submitted to CAAT in a timely manner.

7. Ensure proper control and accuracy of daily, weekly, ETOPS/RVSM, and pre-flight check forms, including effective implementation of corrective actions during CMP revisions to uphold aircraft airworthiness standards.

8. Lead coordination between Technical Services, Maintenance, and Quality Assurance departments to proactively identify airworthiness risks and ensure timely resolution aligned with CAAT and company safety objectives.

9. Establish and monitor key performance indicators (KPIs) for airworthiness and compliance tracking, ensuring continuous improvement and transparency across maintenance and operational units.

10. Develop and implement internal audit processes to evaluate compliance with airworthiness directives, technical documentation standards, and regulatory obligations, initiating corrective actions as necessary.

11. Provide strategic guidance and mentorship to technical and maintenance teams, fostering a strong safety culture and ensuring staff are trained and up to date with the latest regulatory and technical requirements.

12. Liaise with regulatory bodies such as CAAT and aircraft manufacturers on airworthiness issues, representing the company in audits, inspections, and formal investigations.

13. Support cross-functional initiatives that enhance operational safety, such as digital recordkeeping, defect trend analysis, or predictive maintenance programs.

14. Ensure crisis readiness by maintaining updated emergency response procedures related to aircraft technical failures, and by participating in regular drills and simulations with relevant departments.

15. Perform any tasks assigned by superior.
