Job Purpose (Accountability)

To ensure that all procurement related activities comply with organizational regulations, legal standards, and industry best practices. This role is instrumental in the continual improvement of internal policies, accuracy in technical documentation, and transparency in procurement operations. The officer serves as a key driver of governance and standardization within the procurement process.

Duties / Responsibilities

  • Study, analyze, and regularly improve procurement rules, procedures, and internal guidelines to enhance efficiency, transparency, and compliance.                        
  • Review and update delegation of authority policies to align with risk management frameworks and good governance practices.                        
  • Research and maintain a comprehensive, categorized database of current market prices and government reference prices.                        
  • Conduct pricing trend analysis to support budget estimation and strategic sourcing.                        
  • Review and verify Bills of Quantities (BOQs) for construction projects to ensure completeness, accuracy, and alignment with project requirements.                        
  • Evaluate construction-related Terms of Reference (TOR) for clarity, technical accuracy, and fairness before bidding. Monitor procurement activities for compliance with policies, regulations, and ethical standards.                        
  • Maintain records and statistics on procurement performance and contract execution for reporting and audit readiness.
  • Collaborate with procurement, engineering, and legal teams to align compliance processes across departments. 
  • Conduct internal workshops or briefings to communicate regulatory updates or standard practices to procurement personnel.                        
  • Perform any tasks assigned by superior.

Minimum 3 years experience

Education

Bachelor Degree in Civil or Related Fields

English proficiency

TOEIC score of 550 or above
